A youth is any individual within the age of eighteen and thirty five years, irrespective of gender.

Youth empowerment is an idea or programme fashioned to enable the youth learn skills, a trade or a profession. It relates to an attitudinal, structural, and cultural process whereby young people gain the ability and authority to make decisions and implement change in their own life and the lives of other people.

The Federal Government of Nigeria, in 1987, established the National Directorate of Employment (NDE), and, in 1999, the National Poverty Eradication Programme (NAPEP) as institutions charged with youth empowerment schemes. Also in 1999, the Federal Government came up with a programme on economic reform called NEEDS, National  Economic and Development Strategy, aimed at bringing about economic reform, growth and development through developing all the various sectors of the economy.
